保羅·貝洛赫（Paul Bairoch，1930年7月24日生於安特衛普－1999年2月12日逝於日內瓦）是一位比利時裔的瑞士（1985年入籍）經濟史學家，專攻城市史與歷史人口學。他出版或合著了二十餘本專書和120篇學術文章。其最重要的著作強調工業化所需的農業先決條件，並提出與多數學者相反的爭議性主張，認為殖民對殖民帝國本身並無益處。他主張，在19世紀，關稅與經濟增長呈正相關。

學術生涯

批評

保羅·貝洛赫在為《劍橋歐洲經濟史》撰寫的章節中主張，在19世紀晚期，保護主義貿易政策與經濟增長及貿易擴張呈正相關，而自由貿易政策則與停滯相吻合。他將此立場總結為「保護主義［等同於］經濟增長與貿易擴張；自由主義［等同於］兩者的停滯。」
